About Troy
From Hollywood
to the Halls of Justice
Discovered at age five when his grandmother met a talent agent at a card game, Troy W. Slaten became one of Hollywood's most recognizable child actors — starring as Michael Lacey on Cagney & Lacey (7 seasons, CBS), Jerry Steiner on Parker Lewis Can't Lose (73 episodes, Fox), and appearing alongside Michael Keaton in Johnny Dangerously and Danny DeVito in Jack the Bear. He earned two Young Artist Award nominations and guest-starred on The Wonder Years, Roseanne, Who's the Boss?, Greatest American Hero, and Murphy Brown.
Raised in a military family in Woodland Hills and Calabasas, Troy's parents instilled a simple creed: "To whom much is given, much is expected." He earned his B.A. in English Literature with Honors from UCLA and his Juris Doctorate from Pepperdine University School of Law, where he clerked for the LA County District Attorney — there he was entrusted and was supervised by career prosecutors litigating felony preliminary hearings and misdemeanor jury trials.
Troy became the youngest partner in the history of Floyd, Skeren & Kelly, LLP, managing the Criminal Defense Division from Beverly Hills. He represented over 170 victims of the 2017 Las Vegas Route 91 mass shooting, contributing to an $800 million settlement — the third-largest in U.S. history. Named a Top 100 Trial Lawyer, he has made over 500 television appearances as a legal analyst on Fox News, CNN, HLN, CBS, NBC, and E! — serving as the "Voice of Reason" on HLN's Nancy Grace.
Today Troy serves as an Administrative Law Judge for the State of California, presiding over workers' compensation hearings. He previously served 3.5 years as a volunteer Temporary Judge (Judge Pro Tem) for the LA Superior Court. California Bar #237468, zero disciplinary actions since admission in 2005.

In His Own Words
Why Troy Is Running
"Mass incarceration disproportionately affects young men and women of color. It's disenfranchising them. It's giving them a red scarlet letter that they'll never be able to shake. Judges can make a big difference."
"So many people are thinking about the presidential primary. It's the judges that affect the everyday lives of people in our communities."
"I saw prosecutors charging people with felonies for minimal amounts of drugs. I couldn't in good conscience prosecute those crimes. I've been a defender of the Constitution ever since."
"Money should never be a barrier to justice. Empathy is essential in an adversary system, where each side is given an opportunity to present its best arguments. Being a Judge requires the appropriate personality, temperament, and experience."
Platform
A Platform for Real Justice
Troy believes the U.S. prison population increasing twelve-fold since 1980 demands a smarter, more humane approach — without sacrificing public safety.
Collaborative Courts
Championing drug courts, mental health courts, and veterans' courts that address the root causes of criminal behavior through treatment-focused alternatives to incarceration.
Veterans' Diversion
Expanding veterans' diversion programs that honor the service of those who served our country by connecting them with treatment, housing, and support instead of prison cells.
Ending the School-to-Prison Pipeline
Breaking the cycle that funnels young people from classrooms into courtrooms. Investing in intervention, mentorship, and second chances for at-risk youth.
Ending Mass Incarceration
The United States has the highest incarceration rate in the world. Troy believes rehabilitation and treatment should be the goal — not the endless "jail turnstile" that fails everyone.
Women's Re-Entry Court
Championing the Women's Re-Entry Court — providing evidence-based, gender-responsive, trauma-informed treatment services to mothers facing incarceration, breaking the cycle of substance abuse and crime to protect their children.
Access to Justice for All
Ensuring that justice never depends on your ability to pay. Every Angeleno deserves equal treatment under the law regardless of wealth, status, or background.
